I have the honour to acknowledge your letter

of the 27th instant, received yesterday, and to say in reply that I am afraid my previous letter of the 21st instant has been somewhat misunderstood.

The recommendation of the Unofficial Vembere is that their extended plan, set forth in my previous letter, should if possible be adopted now, instead of the sabemo suggested in the Confidential siroular which they do not approve, and further that their extended plan should be adopted as merely a temporary measure, pending the general reconsideration of the question of pay after the War.
